題目/Title:

Planning, Climate Change, & Interdisciplinarity - Local action to foster resilience 
Examples from the US, Canada, and Japan


Climate change has the potential to adversely affect nearly all aspects 

of community function including public health and safety, economic 
continuity, water resources, and ecological integrity.  These impacts 
have far-reaching consequences for local planning and require a shift in 
the traditional approaches to devising plans that reduce long-term risk 
and assure community resilience.  The challenges of planning in the 
context of climate change include the following: 

  • The climate change projections carry a large degree of uncertainty that is amplified at smaller spatial scales. 
  • The diversity of impacts varies by location and demands a more comprehensive approach to vulnerability assessment and policy development than other types of local planning. 
  • The benefits of adaptation policies are often well into the future, making it politically difficult to justify allocation of resources. 
  • Long-term implementation relies ongoing stakeholder involvement and an iterative review and update process. 


Communities who have demonstrated success in addressing adaptive needs 
share several characteristics including: comprehensive vulnerability 
assessment, political leadership, stakeholder engagement, 
interdepartmental teams, dedicated funding and staff, and regional 
collaboration. 
Methods for adaptation planning including initial steps, vulnerability 
assessment, and strategy development are reviewed and examples provided.
